The powers of the Board of Directors of the corporate debtor have been suspended due to initiation of the Corporate Insolvency Resolution Process (CIRP) of corporate debtor and now has been vested with the Interim Resolution Professional.The board of directors as on Insolvency commencement date are as follows :

Background of Winding Up Proceedings before Hon’ble High Court
On an application filed by one of the creditors, Bhushan Limited, the Corporate Debtor was ordered to be wound up by the High Court of Punjab and Haryana vide order dated 24.07.2015 passed in Company Petition No. 272 of 2003, and the Official Liquidator was appointed.

Subsequently, on 20.02.2024, one of the Financial Creditors Stressed Assets Stabilization Fund (SASF)filed Company Application No. CA/272/2024 before the Hon’ble High Court of Punjab and Haryana seeking transfer of Company Petition No. 272 of 2003 to the National Company Law Tribunal, Chandigarh Bench.

Pursuant to Company Court Order dated 22.03.2024, the winding up petition along with all pending applications was transferred to the National Company Law Tribunal, Chandigarh Bench.

Overview-Insolvency Resolution Process (CIRP)
Upon transfer of the matter from the Hon’ble High Court to the Hon’ble NCLT, an application under Section 7 of the Insolvency and Bankruptcy Code, 2016 was filed by Stressed Assets Stabilization Fund (SASF) (hereinafter referred to as the “Financial Creditor” or “FC”) seeking initiation of the Corporate Insolvency Resolution Process (CIRP) against M/s Telephone Cables Limited (hereinafter referred to as the “Corporate Debtor” or “CD”).

Subsequently, during the pendency of the proceedings, SASF assigned its underlying debt to the present Applicant, namely Omkara Assets Reconstruction Pvt. Ltd., by way of an Assignment Deed dated 31.08.2024. Pursuant to the said assignment, the present Applicant stepped into the shoes of the original Financial Creditor and has thereafter continued to pursue the matter in the capacity of “Financial Creditor.”

The Hon’ble National Company Law Tribunal, Chandigarh Bench, Court–II, vide Order No. CP(IB) No. 140/CHD/CHD/2023 dated 19.02.2026, admitted M/s Telephone Cables Limited (CIN: L31300CH1983PLC005385) into Corporate Insolvency Resolution Process under the provisions of the Insolvency and Bankruptcy Code, 2016.

Pursuant to the said order, IPE M/s Ducturus Resolution Professionals Private Limited, bearing IP Registration No. IBBI/IPE-0026/IPA-1/2022-23/50040, through its Director Ms. Sunita, has been appointed as the Interim Resolution Professional (IRP).

Status of Operations as on CIRP Commencement Date
As on the CIRP commencement date, the operations of the Corporate Debtor were non-operative. The Company remained under the custody of the Official Liquidator pursuant to the directions issued by the High Court of Punjab and Haryana from July 2015 until the filing of the application under Section 7 of the Insolvency and Bankruptcy Code, 2016.

Subsequently, the custody of the assets of the Corporate Debtor was transferred to one of the Financial Creditors, Stressed Assets Stabilization Fund (SASF), and the same were handed over to the Interim Resolution Professional on 26-02-2026 on “as is where is” basis after commencement of corporate insolvency resolution process.

As per the financial statements available on record with the Registrar of Companies (ROC), the last available financial statements pertain to the Financial Year 2013–14. It is further observed that the Company had not recorded any sales from Financial Year 2005–06 up to the last available balance sheet for Financial Year 2013–14.

Accordingly, it is evident that the Corporate Debtor has remained non-operational for a considerable period.

Claims Submission & Creditors' Process
In compliance with the prescribed timeline, the Interim Resolution Professional (IRP) has issued a public announcement inviting claims from all the creditors of the above-named Corporate Debtor. The announcement was published on February21, 2026, in three newspapers — The Tribune ("English Edition"), Punjabi Jagran ("Punjabi Edition") and Amar Ujala ("Hindi Edition").
